Promotion of RAS Officers to IAS
In a recent meeting of the UPSC board at the Rajasthan Secretariat, 15 officers were selected for promotion to the IAS cadre from a total of 54 candidates. The state government has now submitted these names to the central government for approval.
The promotion pathway for these 15 Rajasthan Administrative Service (RAS) officers to the Indian Administrative Service (IAS) has been established, following the UPSC selection committee's finalization of their names. This significant meeting took place at the Rajasthan Secretariat in Jaipur, marking a departure from the usual venue in New Delhi. Out of 18 vacancies reviewed, 15 officers were chosen, while three positions remain unfilled.
Among the selected officers, 12 belong to the 1988 batch, and three are from the 1999 batch.
Promotion Process from RAS to IAS
The promotion of RAS officers to the IAS cadre occurs under the State Civil Service quota. The state government compiles a list of eligible officers and their records, which is then sent to the UPSC. The UPSC selection committee assesses these candidates based on their service history and the number of available vacancies. After verifying documents, the Departmental Promotion Committee (DPC) reviews relevant records, including past service history and Annual Confidential Reports (ACRs), under the chairmanship of the Chief Secretary. Typically, up to 33 percent of the sanctioned IAS cadre posts are allocated for RAS to IAS promotions, with UPSC meetings held periodically in Rajasthan based on the current cadre situation.
List of Promoted Officers
1. Umed Singh
A 1998-batch RAS officer, Umed Singh currently serves as the Special Assistant to Cabinet Minister Rajyavardhan Singh Rathore. His previous roles include SDM in Churu, Bundi, Mahwa, Sapotra, and Keshoraipatan.
2. Anju Rajpal
Anju Rajpal, also from the 1998 batch, is the Joint Secretary to the Chief Minister. She has held positions as SDO in Piplu and Joint Secretary in the Department of Personnel.
3. Vivek Kumar
Currently the Additional Inspector General (Administration) at the Department of Registration and Stamps in Jaipur, Vivek Kumar has previously served as Joint Secretary to the Chief Minister.
4. Mukesh Kumar Sharma
Mukesh Kumar Sharma is the Secretary at the Rajasthan State Information Commission and has served as Deputy Secretary to the Chief Minister.
5. Mahendra Kumar Sharma
As Joint Secretary in the Technical Education Department, Mahendra Kumar Sharma has worked as OSD to several former ministers.
6. Dr. Bhagchand Baghal
A 1999-batch officer, Dr. Bhagchand Baghal is the Additional Commissioner at the Jaipur Development Authority.
7. Aslam Sher Khan
Aslam Sher Khan, a 1990-batch officer, is the Joint Secretary in the Minority Affairs and Waqf Department.
8. Narendra Kumar Bansal
Currently an Additional Commissioner at the Jaipur Municipal Corporation, Narendra Kumar Bansal has served as OSD to the then Labour Minister.
9. Mahavir Kharadi
Mahavir Kharadi is the Additional Commissioner at the Tribal Area Development Department and serves as the President of the RAS Association.
10. Meghna Chaudhary
