Ladakh Introduces 4% Job Reservation for Exceptional Athletes
New Job Reservation Policy for Athletes in Ladakh
Athletes from Ladakh have received exciting news as the local administration has approved a 4% reservation for exceptional sports performers in direct recruitment for Group 'C' non-gazetted government positions. This initiative, sanctioned by Lieutenant Governor VK Saxena, is part of the newly introduced Ladakh Sports Policy 2026. The administration aims to ensure that talented youth can pursue their sports careers without the pressure of financial instability or job insecurity.
Ladakh is now recognized as the first Union Territory in India to implement a fixed 4% reservation for athletes in government employment.
To facilitate this new policy, the administration has established the 'Union Territory of Ladakh Outstanding Sportspersons (Horizontal Reservation in Direct Recruitment to Group 'C' Non-Gazetted Posts) Rules, 2026'. However, athletes must still adhere to the standard recruitment procedures, including meeting eligibility criteria and passing necessary examinations.
Eligible Athletes for Reservation
The new rules specify that athletes who have represented their state or country in recognized national or international events are eligible for this reservation. This includes medalists from senior and junior national championships, as well as winners from the Khelo India Youth Games, Khelo India Winter Games, Khelo India Para Games, and Khelo India University Games. Athletes representing their universities in recognized inter-university competitions and chess players meeting the criteria will also qualify.
Weightage for Achievements
The new system assigns varying weightage to different sporting achievements. Athletes who secure medals in international competitions will receive the highest recognition, followed by those excelling in Senior National Championships, National Games, Junior National Championships, Inter-University competitions, and Khelo India University Games.
Performances in Khelo India Youth Games, Winter Games, and Para Games will also be evaluated based on a defined scoring system. Athletes with medals will be prioritized over those who merely participated.
Points for Multiple Achievements
Athletes with multiple accolades will not have their points combined for additional weightage. Only the highest achievement will be considered for the sports merit list, meaning that winning several medals will not yield extra marks.
Understanding Horizontal Reservation
The 4% reservation for athletes will be categorized as 'Horizontal Reservation', which means it does not create a new category separate from existing SC, ST, or other reservation categories. For example, if an athlete from the sports quota belongs to the SC category, their selection will be processed within that category.
This reservation applies to direct recruitment for Group C positions under the Ladakh administration, although certain posts may be excluded through official notifications.
Verification Process for Sports Certificates
The authenticity of sports certificates submitted for the reservation will be verified. A three-member committee from the Department of Youth Services and Sports will assist in validating candidates' documents, ensuring the legitimacy of the sports achievements claimed.
Lieutenant Governor VK Saxena emphasized that no talented youth in Ladakh should have to give up their sports dreams due to financial issues or job concerns. The 4% reservation is a significant step towards providing long-term support for young athletes, alongside government job opportunities, scholarships, cash incentives, and modern sports facilities.
