CBSE's New Directive on Language Education



The Central Board of Secondary Education (CBSE) has announced a new policy requiring the teaching of a 'Third Language (R3)' starting from Class 6, effective from the academic year 2026-27. Schools have been instructed to implement this change within a week.


This initiative marks a significant shift in educational practices, as students will now learn three languages instead of one or two. The CBSE's circular emphasizes that the introduction of a third language is mandatory for all affiliated institutions.


Schools that have not yet adopted a third language must do so immediately, as there is no allowance for delays. This move aligns with the New Education Policy (NEP), which advocates for multilingual education to enhance students' understanding of various linguistic environments.


Flexibility in Language Selection


Schools are permitted to choose any recognized Indian language as the third language. They can begin teaching using available resources while waiting for textbooks to be published. Immediate implementation is required, and schools must report their chosen language to their Regional Offices and the OASIS portal to keep the Board informed.


Continuity of Language Learning


The language selected in Class 6 must be continued through Classes 9 and 10, making the choice at this stage crucial for students' future academic paths. Regional Officers will verify compliance with these regulations to ensure effective implementation.


Learning Objectives for the Third Language


The third language aims to develop skills in reading, speaking, comprehension, and writing. An annexure accompanying the circular details the specific competencies to be taught.


CG-1: Speaking and Comprehension


This module focuses on everyday conversational skills, including:


- Speaking correctly and appropriately


- Understanding stories, poems, and spoken narratives


- Engaging in class discussions and delivering short speeches


CG-2: Reading and Comprehension


Students will learn to read fluently and accurately, covering:


- Understanding various texts, including stories and instructions


- Deriving meaning from written material


CG-3: Writing


This component encourages students to express their thoughts through writing, including:


- Writing personal experiences in paragraph form


- Composing short letters or invitations
